Staff required with Dam Design and Construction Experience In OMAN-Muscat

1-   Resident Engineer (RE)

The RE should be a chartered Engineer and/or hold honours degree in Civil Engineering. The RE should have at least 20 years of overall experience in supervision of dam works after graduation. The RE should be experienced in, and have extensive knowledge of the following:

-Supervision of Construction of Three (3) large dams (RCC & Earthfill or Rockfill).

-Contract management on projects with value exceeding $US 70 million

It is important to note that nominated RE must have supervised construction of minimum 3 large dams (greater than 50m in height) in the past 10 years as Resident Engineer to the similar size, type and value project. Not complying this criteria will not be acceptable.

The RE should have had extensive experience in supervising projects of a similar nature involving similar components. He should have a thorough knowledge of the relevant methods and procedures including ICOLD, ICE and ANCOLD guidelines for dams, Work methods and Construction practices required to achieve a successful dam project. The RE should be quality and cost conscious and be able to deal efficiently and amicably with Contractors and related government Authorities. Familiarity with the use of computers is essential. The RE is required to manage a team of support geologists, engineers and staff to undertake a technically challenging project in a harsh climate. He should have:

  • Ability to manage quality, time and measurement of works.
  • The ability to guide the Contractor and knowledge of all contractual conditions and related matters.
  • The knowledge of sampling and testing procedures, specifically Soil Mechanics Laboratory and Concrete Laboratory works and thereby to arrive at the right judgement on quality of material and construction in progress.
  • The ability to organise site meetings, prepare the minutes of these meetings and prepare status reports for the Client.
  • The ability to co-ordinate activities at site work relating to the project for various components.
  • The ability to solve site problems and to prepare reports to the Client along with a forecast of any problem that may arise.
  • The ability to check measurements and prepare and certify interim and final payment certificates.
  • Ability to instruct and supervise further site investigations work if required.
  • The knowledge of preparing and checking working drawings for embankments and other related structures.
  • The temperament to work with people of various nationalities.
  • The ability to prepare recommendations for corrective action.
  • The ability to supervise, guide and direct geologists and engineers for better results and also for safety and security of works.
  • Be capable of training the Omani Engineer/geologist on construction supervision matters.

2- Expert RCC

B.Sc. Degree in civil engineering High level of proficiency in English language, Good communicati on and reporting skills Membership in Professional societies. A minimum of 20 years of experience in dams with minimum 5 years exclusively in RCC dams

3- Rockfill Expert (specialist Engineer)

B.Sc. Degree in civil engineering High level of proficiency in English language, Good communicati on and reporting skills Membership in Professional societies. A minimum of 20 years of experience in dams with minimum 5 years exclusively in Rockfill dams

4-Expert Geotechnical

The experts should be a chartered Engineer and/or hold honours degree in Civil Engineering. He should have at least 20 years of overall experience in large dam engineering in their respective fields.

The experts should have had experience in supervising at least Three projects comprising a dam at least 50m in height in their respective fields. He should have a sound knowledge of the relevant Codes of Practice and Standards, Work methods and Construction practices required to achieve a successful completion of the project. The ARE/experts should be quality and cost conscious. Familiarity with the use of computers is essential. The ARE/experts is required to undertake several tasks, and therefore, he should have:

  • Experience of Project coordination, specialised field of RCC/CVC/Embankments/ACC/Geotechnical including Grouting, cut-off wall, plastic concrete and other related works
  • Ability to monitor quality, time and measurement of works.
  • The knowledge of sampling and testing procedures, specifically Soil Mechanics Laboratory and Concrete Laboratory works and thereby to arrive at right judgement on quality of material and construction in progress.
  • The ability to organise site meetings, prepare the minutes of these meetings.
  • The ability to co-ordinate activities at site work relating to the project for various components.
  • The ability to solve site problems and to prepare reports along with a forecast of any problem which may arise.
  • Ability to instruct and supervise further site investigations work if required.
  • The knowledge of preparing and checking working drawings for other related structures.
  • The temperament to work with people of various nationalities.
  • The ability to prepare recommendations for corrective action.
  • The ability to supervise, guide and direct RI for better results and also for safety and security of works.
  • The Ability to interpret the site investigation work and to determine the dam location in terms of the geological and engineering factors involved.
  • Be capable of training the Omani Engineer/geologist on construction supervision matters.

5- Materials Engineer (RCC/CVC/ACC/Embankments)

 

 

(To be available Full time)

 

With extensive experience of at least 15 years in conducting soil mechanical investigations and soil tests on similar projects. Also should have similar experience in material testing-deciding the criteria for testing and thereafter proper use of such material. He should be Geotechnical Graduate Engineer. The ME should have capability to advise the Contractor to achieve better results through proper workmanship, deployment of equipment and right procedure to win the material from nature.

 

He shall undertake at least the following tasks:

 

  1. 2.Monitoring of the site laboratory.

 

  1. 3.Monitoring of sampling and testing procedure.

 

  1. 4.Monitoring and management of contractors testing of materials and confirming that the contractor is establishing a process to win the required material.
  2. 5.Monitor the Concrete as well as earth fill / rock fill dam embankment tests conducted by the contractor at the dam site in order to confirm the quality of materials and construction of the embankment method such as thickness of spreading, numbers of rollers passes, quantity of water to be spread in the material at different stages to achieve better results, etc.
  3. 6.Provide quality control guidelines and assist Contractor to maintain the same.
  4. 7.Analyse the test data.
  5. 8.Monitoring of the laboratory testing and ordering audit testing as required.
  6. 9.Under the direction of the RE he may also have the responsibility of undertaking detailed mapping, and geological model development and evaluation and reporting this to the Senior Geologist for consideration of detailed construction actions.

10. Undertake other tasks related to his field of expertise to achieve the successful completion of the project.

In addition to his professional duties the Materials Engineer will assist the RE’s in day-to-day supervision of the works carried out by the contractor. And therefore he should have at least 3-4

years of experience of site supervision works on works such as concrete and general infrastructure development in the Civil Engineering field, along with his field of expertise.

 

He should be basically a civil engineer/engineering geologist specialised in Soil mechanics and material engineering sciences. It is expected that the Material Engineer will be in the age group of 35-40 years and he should possess sound health since he is required to spend all his time on site inspecting various works and conducting tests.

6,7,8- Resident Inspectors (RCC/CVC-ACC/Earth works- Grouting etc)

The resident inspectors may be required on a full time basis during various phases of the works:

The RI should have at least 8 years experience inspecting RCC Dam construction and related works, Earth works for dam embankments, Grouting and asphalt core for the foundation treatment and impervious barrier in the body of the dam and concreting (CVC) works including during hot weather.

 

He should be a chartered Engineer and/or hold honours degree in Civil Engineering from the recognised University. He should be conversant with construction techniques, quality procedures, sampling and testing procedures of soils, gravel/rock, concrete, etc.

 

The RI should work under the direction of RE and be able to communicate technically or otherwise with the Contractor and his staff. The RI should have the knowledge for identifying when a procedure is not correct and to record and communicate the information to the RE.

 

9- Quantity Surveyor/Contracts Engineer (To be available Full Time)

The QS/CE should be a chartered Engineer and/or hold honours degree in Civil Engineering or Quantity Surveying. The QS should have at least 12 years of overall experience in large dam engineering projects.

 

The QS should have had experience in major contracts to a value exceeding $US50 million. He should have a sound knowledge of the Contract Conditions

 

and Quantity Survey techniques. The QS/CE should be quality and cost conscious. Familiarity with the use of computers is essential. The QS/CE is required to undertake several tasks, and therefore, he should have:

 

  1. a.Ability to monitor quality, time and measurement of works.

 

  1. b.Knowledge of contractual standards in Oman
  2. c.The knowledge of preparing and checking working drawings.
  3. d.The temperament to work with people of various nationalities and disciplines.
  4. e.The ability to prepare recommendations for corrective action.

10- Senior Electro-Mechanical Engineer

The SEME should be a chartered Engineer and/or hold honours degree in Electrical and Mechanical Engineering. The SEME should have at least 15 years of overall experience in electrical and mechanical works for large dams.

 

The SEME should have had experience in supervising the electrical and mechanical components of work on at least one dam project. He should have a sound knowledge of the relevant Codes of Practice and Standards, Work methods and Construction practices required to achieve a successful completion of the project.

  1. 1)The SEME should be quality and cost conscious. Familiarity with the use of computers is essential. The SEME is required to undertake several tasks, and therefore, he should have:
  2. 2)knowledge of electrical standards in Oman

 

  1. 3)knowledge of valves, valve actuating mechanisms, controls, gate design for dam outlets, tolerances for gate seals, winches and all other mechanical equipment associated with the works.

 

  1. 4)The ability to solve site problems and to prepare reports along with a forecast of any problem which may arise.

 

  1. 5)Ability to instruct and supervise factory and site work if required.

 

  1. 6)The knowledge of preparing and checking working drawings.

 

  1. 7)The temperament to work with people of various nationalities and disciplines.
  2. 8)The ability to prepare recommendations for corrective action.

 

 

11- Senior Geologist (Part time required supported by Head Office)

 

The Expert Geologist shall have not less than 20 years experience in development of engineering geological models for major engineering projects. The expert engineering geologist will be required to spend up to 4 weeks at a time on site to assess the results derived by the site geologist. He shall demonstrate an in depth knowledge and experience of interpreting field and geotechnical investigation results to produce engineering geological models appropriate to design and construction of major dam projects. The person must demonstrate experience associated with the completion of detailed on site geological and foundation experience both during the investigation and construction of a large dam greater than 50m in height.

 

He will have the responsibility of reviewing and assessing the detailed mapping, and geological model developed by the site geologist and evaluation and confirmation of findings to the CRE for consideration. He should possess sound health since he is required to spend all his time on site checking and reviewing all the geological data collected by the Site Geologist.
